Skin discoloration on upper lip?

its like this well ive had it for ages and it realy gets on my nerves ive tried fair nad lovely and lemon and i exfoliate everyday and it looks like a faded hitler tash lol and my make up wont get rid of it i need something help to get rid of it forever please help and ill vote best answer will get ten points if thats the max
